Due to a Citizenship and Immigration Canada (CIC) change, anyone using a Canadian Citizenship Certificate issued on or after Feb. 1, 2012 as ID cannot apply for or renew an EDL or EIC.
ICBC is working with CIC and hopes to be able to accept this document in the near future. Please check back for updates.

To serve you better, we're opening a new ICBC driver licensing office at Lansdowne Centre mall on August 26 at 12:00pm.
The new location will replace both the Richmond Minoru and Ironwood offices, which are scheduled to close August 22nd (4:00 pm) and 23rd (6:00 pm) respectively.
If you are scheduling an EDL appointment on or after Wednesday, August 28, please selected the new location at Lansdowne Centre mall.
The combination driver licence / BC Services health care card is not available for EDLs.
If you would like a BC Services health care card, do not make an EDL appointment. Just visit any driver licensing office.
Hours: Available 4 a.m.–midnight Monday to Saturday, and 9 a.m.–midnight on Sundays.
Note: To book online, you must already have a B.C. driver's licence (BCDL), BCID, EDL or EIC.
If you have not previously held a BCDL or BCID you need to book by phone.

Note: The customer line is unable to provide earlier appointment times than those available on the Online Booking service.

Booking confirmation number
Once your EDL application appointment is confirmed, you'll receive a booking confirmation number.
Important: Be sure to record the number and keep it safe for future use.
