BCUC Regulation of ICBC

The BC Utilities Commission (BCUC) was appointed in 2003 as the independent regulator for ICBC with the responsibility to approve rates for Basic insurance.

Basic Insurance Tariff

The Basic Insurance Tariff, effective June 1, 2007, was approved through Commission Order G-57-07. Subsequent amendments were approved through Commission Orders G-3-08 and G-4-08.

This tariff information is provided for your convenience. If there are differences between this material and the official document approved by the BCUC, the official document shall prevail. The Basic Insurance Tariff, as posted above, may not be fully searchable.

Current Submission to BCUC

Regional Claim Centres Allocation Filing

On December 21, 2007 ICBC submitted to BCUC its filing for a Workshop and Negotiated Settlement Process relating to Regional Claim Centres Allocation. This filing is pursuant to the Negotiated Settlement Agreement approved by the BCUC on May 18, 2005, through Order No. G-46-05.

2007 Revenue Requirements Application

On March 16, 2007 ICBC submitted to BCUC its 2007 Revenue Requirements Application seeking approval for a 3.3 percent increase in Basic insurance rates. ICBC has applied for interim approval of the rate change effective May 1, 2007 . The Application also includes a filing of information relating to matters referenced in the BCUC's Decision of July 13, 2006 .

Rate Design Application

On March 29, 2007 ICBC submitted to BCUC its inaugural Rate Design Application with respect to Basic insurance rates. Whereas revenue requirements determine the total revenue ICBC collects, rate design determines how insurance premiums for each policyholder are established and how insurance premiums are allocated to the different customers groups. This Rate Design Application contains ICBC’s short-term and long-term plans for rate design change.

BCUC Decision on 2007 Revenue Requirements and Rate Design Applications

On January 9, 2008 , the BCUC released its final decision on ICBC’s 2007 Revenue Requirements Application and its Rate Design Application. The decision confirms the 3.3 per cent increase in rates for Basic insurance which was approved on an interim basis by BCUC effective May 1, 2007.
