The Graduated Licensing Program (GLP) for new drivers was introduced on August 1st, 1998 with its two-phase licensing system designed to allow new drivers to gain driving experience gradually in restricted lower risk environments.
The GLP Year 3 Evaluation tracked drivers from the program's inception in August 1998 to the end of 2001. The evaluation examined the impact of the program on new driver crash rates and the relationships between the ICBC approved driver education course, its learner stage time incentive and the crash rate of new drivers. Some of the key recommendations of this report were addressed through the GLP Enhancements in October 2003.
