Applying for your learner's licence

To get a Class 5 (full-privilege) B.C. driver's licence, new drivers must go through a phased program of training and tests.

The first stage of graduated licensing is the learner stage. To enter this stage — and start driving — you will need a learner's (Class 7L) licence.

Here's how you apply for one:

Step 1

Study the ICBC manual for new drivers: RoadSense for Drivers.

One of the next things you will do is take a knowledge test. The knowledge test is based on the material in RoadSense for Drivers, so take the time to learn it. See how much you know by taking the Online Practice Knowledge Test.

Step 2

When you feel ready for the knowledge test, go to your driver licensing office.

IMPORTANT: When you come to a driver licensing office to take your knowledge test, arrive at least one hour before closing time. Otherwise, you may not have time to finish the test - especially if the office is busy. Come in as early as you can!

Bring proper identification documents with you. This is important. Sorry, but without the right ID we can't process your application. (Note: Outstanding court fines or debts owed to the province or to ICBC must be settled before you can obtain a licence. See Tickets and other penalties for details.)

Also, if you are under 19, you'll need to bring your custodial parent or legal guardian with you, as they need to sign a consent for your application. (If you are not living with a parent or guardian, you may be able to bypass this.)

We will then take your photo and you'll have to answer some questions and provide your address.

Next, you will take the knowledge test. The knowledge test fee is $15. If you do not qualify, you must wait until the next day to try again. A fee is required for each attempt.

Once you qualify on the knowledge test we will then check your vision and ask if you have any medical conditions that could affect your ability to drive.

Step 3

Once we accept your application there is a $10 fee for the photo learners licence. You will be issued a temporary licence until your photo (Class7L) licence arrives via the mail.
