“Prorate” plates for commercial vehicles
What are prorate plates?
Prorate plates are sets of licence plates issued for commercial vehicles that regularly travel into two or more jurisdictions in Canada, and/or the U.S. The plates exempt carriers from having to buy permits when they enter a jurisdiction that is a member of the International Registration Plan (IRP).
What vehicles need prorate plates?
Commercial vehicles that normally require trip permits when entering other U.S. and/or Canadian jurisdictions need prorate plates.
Carriers may prorate their vehicle(s) if the vehicles:
- travel into two or more IRP jurisdictions, and
- are used to transport passengers for hire, or are designed, used, or maintained primarily for the transportation of property.
How do I get prorate plates?
The first step is to apply to the B.C. Prorate Office for a prorate account.

How long does it take to get prorate plates?
Processing applications for new prorate accounts takes a minimum of five business days. Applications are processed in the order they are received.

What is the International Registration Plan?
The IRP is a cooperative agreement for registering commercial vehicles that travel into two or more member jurisdictions (Canada and U.S.). Although licence fees are paid to the jurisdictions in which prorate vehicles are operated, only one set of licence plates and one cab card is issued for each vehicle. The base jurisdiction collects the applicable licence fees for all jurisdictions, then remits them to the appropriate jurisdiction on the carrier’s behalf.
