Deaf customers in B.C. can now access live, on-demand sign language at five ICBC driver licensing offices

Deaf and hard of hearing customers now have better access to ICBC driver licensing services with the launch of B.C.’s first virtual, on-demand American Sign Language (ASL) interpretation service at five driver licensing offices throughout the province.

ICBC has partnered with Convo Communications, a Deaf-owned and Burnaby-based company, to launch this free program that offers live, virtual, on-demand ASL interpretation using a mobile device. The service, called Convo Access, will expand to all ICBC locations offering driver licensing services starting in April.

“We know that meaningful accessibility starts with listening to people who experience barriers firsthand,” said Sara-Jane Finlay, ICBC’s associate director of diversity, equity and inclusion. “This new service was shaped by the lived experience of our own employees, including members of the Deaf and hard of hearing community, who helped us understand where gaps existed and how we could remove them.

“This new service is an important step toward equitable, timely access to services for all customers,” said Finlay. “We know there is more work ahead, and we’re committed to expanding options that meet diverse needs and help build a more inclusive and accessible ICBC for both the people we serve and our employees.”

To use the service, customers can simply scan a QR code with a smartphone camera and open the link to connect with an ASL interpreter on a secure video call with no apps or downloads required.

“Everyone deserves to feel supported and understood when they access essential services,” said Dana Lajeunesse, Parliamentary Secretary for Accessibility. “As someone who knows the difference that clear, accessible communication can make, I'm encouraged to see ICBC offering on‑demand ASL interpretation service for Deaf and hard of hearing people. This is a meaningful step toward removing barriers and ensuring British Columbians can get the support they need in a way that works for them.”

This new interpretation service is available for common driver licensing needs, such as:

  • Renewing or replacing a driver’s licence or piece of ID

  • Paying or disputing a ticket

  • Getting a copy of your driving record

The service is currently available at five of our driver licensing offices:

  • Burnaby, 232-4820 Kingsway (Metrotown)

  • Kamloops, 937 Concordia Way

  • Kelowna, 1720 Springfield Road

  • Surrey, 10470 152 Street (Guildford)

  • Victoria, 1-1150 McKenzie Avenue

This initiative is an important step toward more equitable access, guided by ICBC’s Accessibility Advisory Committee and accessibility plan established in 2023.
