Catherine Holt is pleased to chair ICBC’s board of directors during the organization’s dynamic and positive transformation in customer service through Enhanced Care, road safety and driver licencing.

Ms. Holt has been a leader in the public sector in many roles. Most recently, she was Chair of BC Transit, which serves 80 communities, during unprecedented growth and then drastic reduction and recovery through COVID-19. As CEO of the Grea​ter Victoria Chamber of Commerce, she advocated on public policy issues on behalf of its 1,500 members.

Previously, Ms. Holt owned and ran Sage Group Management Consultants for 18 years. Sage Group worked at the Deputy Minister and CEO level to design and implement improvements in many public services and was a strategic advisor to private sector companies, First Nations and not-for-profits.

Ms. Holt has been the head of intergovernmental relations and cabinet operations for the B.C. Premier’s Office, head of cabinet communications for the Yukon Government, a producer for CBC Radio and TV Current Affairs in Toronto and Whitehorse, a treasury board analyst and legislative intern. She is a governor for Royal Roads University and has been a board member for the B.C. Gaming Commission, Victoria Police Board and the Child and Nature Alliance of Canada.

Ms. Holt taught advanced strategy in the MBA program at Royal Roads University and is a member of the International Women’s Forum. She has a Master of Arts from The University of Western Ontario and a Bachelor of Arts from the University of British Columbia and was a Certified Management Consultant.​
