Leaving a stop sign while another vehicle is turning left
A vehicle is stopped at a stop sign while another vehicle is turning left onto the road. A crash occurs when the first vehicle drives ahead and collides with the vehicle turning left.
In the diagram, Vehicle B is turning left. Vehicle A enters the roadway and collides with Vehicle B.

The rules of the road
A driver proceeding through a stop sign must yield to existing and approaching traffic, and drive forward only when it is safe to do so. Therefore, the driver of Vehicle A would be found 100% responsible.
